Sign in. Meeting begins at 6:00 pm.
Roll call. Members attending announced call sign and first name. 23 members attended, 5 were on zoom.
Approval of prior months minutes, held on April 13th and published on the Taos ARC website on April 22nd, 2022, had a motion for approval by Mickey (N5TSV) and second by Brian (NB5R). Unanimously approved with no objections.
Treasurers report: Wayne (W5GWR) reported on behalf of officer Glen (KF5OSB), that Glen reported to Wayne via phone call, the club balance was $9,167.43. (Glen was not present due to his burdened workload at Kit Carson Electric Coop caused by the wildfires approaching our area.) LANL Grant of $5,000.00 was deposited by Wayne.

a) Bills: Monthly SAM electric +/- 60.00; Taos ARC event vests, 5 medium, 10 large and 5 xl totaling $380.19; Grant response and postage $28.57 and $6.11 respectively; Programming cable $25.41; OPD antenna pole $29.00; Can Crusher $25.25.

b) Deposits for April were $5,620.31.
Presidents remarks.

a) Wildfire response- Town of Taos support was four people with 4 hours, 16 hours public service.

b) Smile Amazon and Smith's signup for .05% Taos ARC contributions was discussed. Instructions on signup were in an email from Tim.

c) ARRL teacher Institute acceptance of Sherri (KI5TLA) to go to Dayton, OH from July 18-22 via LANL grant was announced. Sherri expressed extreme enthusiasm.

d) Grant Roundup.

i) 2021 LANL Foundation grant closeout report was completed 05-01-22, Tim reported.

e) Arroyos del Norte, K-5th grade STEM, Tim and Zac will meet in July around the 1st-5th grade to talk to the kids. Zac talked about a demo on FT8. Tim mentioned they do not know where Ecuador is located.

f) Tim talked about the liability policy due on 06-10-22 which calls for a $200.00 premium annually. Put up for vote, motion by Gabe (WB5CSO) and seconded by Don (KI5OBX). Vote was unanimous.

g) Fiesta support on July 22nd- 24th was brought up by Tim expressing concern about exhausting club members providing radio support. No other comments were said other than ZZ top was the most popular sign up for volunteer members.
New Business.

a) TBA- On agenda, but not addressed.

b) Summer Music signup, Matt (KN8X) is in charge of the signup list and OPD analog will be the channel commonly used for events.

c) Tim announced the installation of two new public service radios at the OPD that are programmed for Taos PD and Taos Fire. These radios are for authorized use only. Brian (NB5R) elaborated on their location in the radio room and which agencies they were programmed. He stated their use was in the event that we got activated for an emergency for those who have been approved. On a side note, Tim said that if Picuris was taken down by fire, OPD analog will be used. Brian talked about tree trimming if given the chance. Tim asked Brian for specific info on repeater equipment for insurance purposes and Brian said he would supply it. Tim announced that insurance on SAM would be addressed when no risk of fire would allow access. Tim called for a $250.00 max insurance policy for both repeaters. Motion by Don and seconded by John (W5JHW). Vote was unanimous.

d) Vests on agenda but not addressed.

e) Tim called for a vote on purchasing roof coating for repeater shack two at SAM in the amount of $200.00. John made the motion. It was seconded by Jane. Vote was unanimous.

f) Tim called for a vote on the following for the LANL 2022 Earmarked STEM grant:

i) Teacher Institute travel to Dayton, OH with a $2,000.00 cap. Motion by Don and second by Gabe. Vote was unanimous.

ii) Amazon Firepads 10", keyboard, 64G, for 5 units totaling $1,300.00 + tax and shipping for use on June 4th testing and THS. Motion by Gabe and seconded by Mickey. Vote was unanimous.

g) Field Day to be held on June 25th-26th was on agenda, but was tables for the next meeting, due to dryness and fire concerns, not knowing what would be open.
Old Business- indirectly discussed, per agenda, but the ARRL test in person June 4, 2022, 10:00 am at OPD.
Repeater Report- not discussed, per agenda
HF Report- Wayne (W5GWR) reported 40 and 80 meters have been ok, but lighting crashes have hampered propagation in isolated sections of the U.S. Solar winds seem calm. Zac reported downed antenna from wind has kept him from HF use.
Tim reported both nets are doing great. (18-Analog, 9-Digital)
Tim announced a reminder of ARES update on 3.919 on the first Sunday. Brian announced that if the Town of Taos requested our services, they would let us know, we would get volunteers and man the radios. Tim spoke of scheduling shifts if needed. Tim announced the keyholders to the shack, which were officers Tim, Greg, Wayne, Glen, Tom, and Mike. Though not officers, Brian and Donovan also have keys based on need of access.

Brian asked if anyone knew what ICS was. With some of the members knowing, he revealed to the rest that it was Incident Command System which is a standardized approach to the command, control, and coordination of emergency response providing a common hierarchy within which responders from multiple agencies can be effective. He further said it was part of the basic training for ARES. Brian went into detail about using login sheets, etc. He said he would send out info on ARES. Unknown member asked about ARES on SAM. Brian said he obtained a binder to take the repeater from the State Police building and move it to our SAM shack.

Zac chimed in with what he described as an interesting analogy. While in Minnesota, he ran into a friend who invented a way to make antennas 2000 times smaller. It uses high permeability to increase gain, according to Zac.

Wayne reported Echolink, Picuris is still down. Wanye got Brian’s signature on the license and sent it to Mick on a download. No word from Mick, but upon talking to Mike (NM5MK), Wayne reported he was advised to create a whole new Echolink under KF5PFO. Craig (KI5HKU) asked about Field Day.

MINUTES OF THE MEETING HELD ON 04-13-22 OPD – 107 Plaza Drive, Taos, NM 87571

President Tim Henson (W5TNM) opened the meeting at 6:10 pm. Good food was had by all.

1) Sign in

a. 30 members attending, 24 at OPD and 6 via Zoom.

2) Members introduced themselves by name and call sign.

3) Tim asked for a motion to approve the prior month's minutes. Motion by John (W5JHW) and seconded by Mickey (N5TSV).

4) Treasurer's Report. Glen (KF5OSB)

a. Club bank balance as of 04-13-22 is $4,318.99.

b. Grants: LANL 2021 overspent by $9.49, which according to Tim is pretty good.

c. Bills: WIFI router $60.00; Annual Report Filing $10.00. (Based on agenda.)

5) President's Remarks. Tim (W5TNM)

a. Tim advised members to watch the city calendar of events for potential radio assistance calls.

b. Tim announced the award of a $5000 grant from LANL 2022 STEM grant earmarked for the Taos High School. Tim also said on the way to the meeting, he got a call that the club could also be getting another grant for operating funds in the amount of $3,000.

c. Tim congratulated Keith (KI5TDZ) on General upgrade and Nancy ((KI5KCG) for Tech. He also announced lots more General and Techs soon. Tim reiterated Ed (N6RFG) obtaining his father’s old call sign which Tim briefly mentioned during intros.

6) New Business.

Tim introduced the Town of Taos speaker, Mitch Miller, who coordinates town events and emergency services. He was happy to see the progress Taos ARC has made with the OPD radio room. He expressed content to have us there. Mitch indicated to the club that the new administration also seeks our services and skills. He thanked the club for all the previous radio support we have given in the past and asked for future support for upcoming events over the summer at the park.

He said the season starts on the 28th of May with Ben Harper, later ZZ Top, Lyle Lovett, Lady Wilson, Brandy Carlisle, and many more throughout the summer. There are requests in for September. He asked for ideas on how Taos ARC would want to volunteer support. Mitch would like to see radio operators spaced randomly throughout the isles to answer questions, help people, and radio in any emergencies. There will be an action plan for that. Lightning is the historical main problem. He said there would be some training and strategizing and map use on handling emergencies. The hours would be from about 17:00 to 23:00 for each event.

Volunteer Hams will be allowed to bring one guest for free. Mitch indicated the stipends would continue and with all of the concerts placed, the club would benefit from volunteering

Matt (KN8X) asked if the Police Department would supply the radios. Mitch answered that the PD will be on its own frequency and the club will be on a different frequency using its own repeaters and a liaison would be in place to bridge communications between the two. Mike (NM5MK) asked if the Fiestas were going to happen this year. Mitch said that he believed they will happen and everyone is acting like they will happen, but stated that he has not gotten any official paperwork on it. He went on to add that there will not be a Mother's Day event. Glen (KF5OSB) thanked Mitch for all that he does. Mitch acknowledged Glen's gratitude. Tim chimed in by saying "We like to call it the best hamshack in NM." Mitch thanked Tom (KF5RKM) for all the work he's done with him to bring this all to what we have and of course, all of us.

Mitch expressed the desire as the emergency response manager, to incorporate Taos ARC into the town's emergency response team. If in a situation where normal communications are gone, he wants to rely on us to work directly with the police and fire departments, along with the town council, if that were to ever come up. The town would provide training and simulations on what they would need from the amateur radio community. Mitch concluded by thanking the members of Taos ARC calling it a win, win situation for all. (Applause by members). Tim acknowledged Mitch as the one responsible for us being in this room right now.

a. Tim expressed the need for a sandwich board that can be placed outside the door to announce testing site. He asked for a volunteer to fabricate one.

b. Tim discussed other emergency exits available for the radio room. There is an exit from a north facing door.

c. Tim said Field Day was scheduled for June 25th-26th. He reflected on Field Day last year at Glen's (KF5OSB) mountain property. Tim wanted thoughts on Hopewell Lake as we discussed last year. Glen offered his property again for this year. Location will be confirmed next meeting.

d. NM QSO party was last Saturday, April 9th, despite poor band conditions and asked for observations. Mike (NM5MK) chimed in saying he did not have much luck at the hamshack citing low propagation. He said a guy from Hungary emailed him saying he needed Taos county. Mike emailed some of the HF members to try to reach Hungary, but none of the recipients of Mike's email had any success. Tim acknowledged Wayne (W5GWR) making 25 contacts on 600 watts of power and said the club had an order in for a 600-watt amp for the club.

e. OPD Shack facilities update. Tim said he didn't think we had anything lacking in the shack. (secretary Wayne later after the meeting suggested to Tim in private that a land line telephone might be nice.) Mike K. suggested a first aid kit. He said just prior to the meeting, Donovan (KI5SNX) had an accident requiring a trip to the ER for stitches citing a clash with the door as the reason for his absence at the meeting. Mike suggested having the door closure actuation slowed. Matt (KN8X) offered to compose a high quality first aid kit having had experience as a medic in the military. He also offered to do a class on first aid. Tim thought it was a good idea and gave Matt the "ok".

7) Old Business.

a. Post meeting Tech Session Show and Tell ideas continued: April- John W (W5JHW) Antenna analyzers. Next meeting in May, Tim announced the topic will be coax and connectors, crimp vs soldering. Tim asked for more ideas and volunteers for future Show and Tells.

b. Tim announced that the OPD is insured for $23,000 as voted previously upon. Annual insurance premiums are $324.95, according to Tim. He mentioned an additional $200.00 liability policy due in June. He said we didn't insure mountain tops yet as we'll inspect them later after the snow melt and need models and descriptions of equipment.

c. Taos High School Radio Club update. Sherri is talking to superiors about incentives such as field trips to gain student interest. Tim announced that minors pay only $5.00 for licensing for ARRL tests.

d. Tim expressed the urgency to put the SAM power supply on the work list for this year. he mentioned club member Larry Mapes (KG5YKP), a licensed electrician may be able to help with the task of replacing the old electrical power supply with a new one, followed by appropriate state inspections. He advised there may be some "down time" during the replacement and inspection period.

ANNOUNCEMENTS: • Next meeting, 4-13-2022 will be at OPD, 5:30 potluck, 6:00 meeting • Post meeting, we have $23K of equipment insurance at OPD for $324.95.

MINUTE AND MEETING NOTES:

Secretary comments: This is the second meeting at the Old Police Department (OPD). The potluck was held in the same section of the building as last time, but with heat now available in the radio room, the meeting was held there in comfort. Again, the potluck was plentiful and delicious as the theme was pizza night. All the appropriate persons were supplied with keys to the inner door and the credit card being used by Tom was returned to Tim. Once again, Matt was available to provide Zoom for those who couldn't attend in person. Many thanks Matt. The Zoom aspect to our meetings is a very valuable addition to TARC meetings. Thank you again. And thanks to all who attended. The minutes are as follows.

2) Members introduced themselves by name and call sign. (Secretary comment: Denise is not yet licensed but plans to test in the coming months. Go Denise!)

3) Approval of prior months minutes, published 02-19-22 (inserted to follow agenda, but preceded by treasurer's report in actual meeting)

a. Motion for approval by John, W5JHW and seconded by Sheila, KI5IPS. Unanimously approved with no objections.

5) President's remarks, Tim, W5TNM

a. Club license, KF5PFO, has been renewed for 10 more years with Brian, NB5R, as trustee.

b. Meetings have been permanently moved to the OPD (Old Police Dept) from the EOC (Emergency Ops Center) due primarily to malfunctions with gate entry. Permanent meetings at the OPD were put to vote to hold all future meetings at OPD. Motion by Greg, KF5TTO, and second by Sherri, KI5TLA. Vote was unanimous with no objections.

c. Tim announced that Taos ARC has officially met the 50 % ARRL requirements. Tim thanked all who had membership in ARRL that helped reach the 50 %. Donovan, KI5SNX has volunteered to assume duties of monitoring and tracking club membership and ARRL membership percentages.

d. Tim announced that we're still in round two for a small grant to the general fund and remarked that it's unknown what with happen with this. (Agenda shows a request for $3,000.00).

e. Tim announced the $5000.00 LANL Foundation grant has been submitted which is earmarked for STEM at Taos High School. Sherri is involved and Tim said Sherri was working on becoming a Volunteer Examiner.

f. Tim announced the notification that TARC was not approved for the $16,000.00 grant from McCune for a STEM and emergency service trailer. Tim lamented that we're not going to get them all. Matt, KN8X said Donovan was working on becoming a VE. Tim announced that Donovan should go for W5YI first, then ARRL. Tim said the club has 6 VEs at this time.

6) New Business

a. A Ham testing session was held on 02-26-22 at 10:00 am at the EOC. Tim said 4 licenses were issued. (Secretary's note of clarification and comment, being present as a VE at test session: Donovan, KI5SNX and Sherri, KI5TLA earned their General License. Keith, KI5TZD and Ed, KI5TZE earned their Technician License and joined as TARC members. Congratulations and welcome to the HF world to Donovan and Sherri, and congratulations to Keith and Ed to a very prestigious Ham community and thank you for joining the best Ham club in New Mexico. Feel free to contact me or other club members for guidance. Wayne’s email is wrivali@yahoo.com. Tim announced that since the restart of testing on 11-20-19, 28 licenses were earned. Tim added that future tests are scheduled for 06-04-22 and 11-12-22 in person. (Secretary's comment: Stay in touch for location.) Denise asked about the price of testing. Tim said it was $14.00. he added that a new $35.00 license fee hasn't been implemented as of yet. Tim also said that the new technician license questions will be implemented in July. He noted Ed, Ki5TZE applied for his father's call sign before the new fees take place. Tim went on to thank Matt for providing Zoom and Matt noted him and Wayne has VE’s for 28 licenses in online testing.

b. Tim spoke of website design and configuration. OPD frequency use will be for town functions to relieve Picuris. Simplex frequency can be used if Picuris is not available. Craig asked about power at Picuris. Tim said it was solar. He added that we have one battery and Zack, KI5SOH went up to replace a failed battery. Zack explained the rugged process in the cold and snow. Zack spoke of a modification of the wiring for better function. Tim brought up the idea of additional batteries for the site.

c. Tim spoke of Techfest on 03-05-22. John, W5JHW won a prize and said it was not a waste of time. Greg, KF5TTO asked what he won, and John responded that he did not remember, just that it was something small. Tim spoke of a large grant that was given to Rocky Mountain Ham club Cheyenne WY to El Paso. John, W5JHW encouraged use of Megalink.

d. ARISS- International Space Station contact. application in place for Taos High school to make contact. Sherri, KI5TLA to go to school in Ohio or Connecticut for training. Sherri and Tim attended a webinar to set up a 10-minute contact with the ISS. Strict requirements call for a formal proposal and an official radio station, according to Sherri. She went on to say that a lot of community and school involvement is required. Preparations with questions, etc. should be on the ready. Sherri is working on recruiting for new students for the Taos High School Ham radio Club for next year.

e. OPD shack facilities update was provided by Donovan, KI5SNX. He reported three HF radios and two triband DMR radios in place. He's working with the Town of Taos to get internet services. Wayne asked about amplifiers. Tim said we have one on back order and should arrive early summer. Tim spoke of backup power for the shack to be tested. We should know if it works, stated Tim. He spoke of our club generator that he runs periodically for upkeep.

f. Dale, KB5NFT gave a Philmont update via Zoom from Dallas. Dale announced that he was working with Matt, KN8X to do online testing in July from the 10th to the 16th for Boy Scout training and testing of adult staff. Dale will be bringing his portable Allstar repeater. He may bring his trailer and arrive in June. Radios may be given to those passing the course.

7) Old Business

a. USDA Forest Service $1400.00 fee feedback has been extended to 03-31-22. Go to: https://www.govinfo.gov/app/details/FR-2021-12-22/2021-27681, according to Tim. For the sake of newcomers (having spoken about this in previous meetings), he said we currently pay $130.00 per repeater per year on two repeaters. The USFS now wants $1,400.00 per site for inspection costs. Tim said about $2.7M requested by the USFS is for inspection of mountain tops and $700,000 was for travel costs to go around the country for an overall total of $5,000,000 that they want. The balance of costs is unknown. Mike, NM5MK has been talking to ARRL and congress people.

Mike elaborated that Martin Heirich's office was off in left field telling us we weren't exempt playing old fashioned music. He explained to her that she did not understand Ham radio. He told her that we weren't able to recover any expenses incurred. He also spoke to the office of Ben Ray Lujan and Teresa leger Fernandez adding that we shouldn't even be paying the $35.00 individual license fee citing that examiners do all the work for free and that Ham operators do all their own self-policing. Tim clarified John's question, W5JHW on whether the $1,400.00 was per repeater or per site. Tim answered it was per site, defined as a USFS lease. Mickey, N5TSV asked if the Taos Ski Valley (TSV) would be impacted by the new fees. Mike said it would have to pay the $1,400.00. John expressed concern that TARC could get a bill from the new TSV owners for TARC owned repeaters in the TSV shack. Mike, NM5MK said government agencies are exempt. Tim said that over 100 sites in the US are affected the USFS proposed increase. Zack expressed interest in contacting local political servants. Various members chimed in on the difficulty in reaching Heinrich, bur Lujan and Fernandez were a bit more accessible.

b. Post meeting Tech session ideas. HF Winlink, Megalink, Echolink, and DMR coding were discussed. Tim said tech licensed individuals are allowed to use all but HF Winlink. Tim said he did many hours (15 to 20) of Bridgecom training on DMR. He offered coupons to Bridgecom University to learn DMR. See Donovan for a coupon.

c. Pending- Insurance on OPD equipment. $20,000 + needs to be insured at OPD plus repeaters.

8) No repeater update due to inaccessibility. Some maintenance will be required when weather permits. Another roof repair was specifically mentioned by Tim on the new shack on San Antonio mountain.

9) HF Report. Mike, NM5MK spoke of the QSO party on the 9th of April. He would like to have any club member to come by and General or above come by the OPD shack for HF from about 8:00 with some lunch at some point to operate. He spoke of last years contest partnered with Wayne, W5GWR. Mike went on to joke about how, when other Hams heard Taos, they wanted to join in and became a pile up. Mike joked about having to put everyone in a holding pattern (Mike was an air traffic controller in the past). Tim welcomed everyone, General or not to come to the OPD Shack on April 9th. Wayne, W5GWR asked about CW implementation in the OPD Shack. Tim said it wasn't his thing, but Mike said we have several "keys" (Hams who do Morse code) in the club. Tim spoke of a CW Ham at last year’s party who cleaned house by doing CW, mobile and low power (<5Watts) data-preserve-html-node="true" while travelling from county to county. This version accumulates the highest points, and he won handily.

10) Net report skipped in meeting. (Secretary's input as present on both: 20 check-ins on analog and 10 on digital)

11) ARES Update-HF 3.939 1st Sunday. Craig, KI5HKU wanted clarification on the frequency. Tim called it 3939 which most omit the period for convenience, but Tim corrected it as 3POINT939. Mike said it was on 80 meters. Sheila, KI5IPS talked about collecting aluminum cans. She asked not to throw regular garbage if you see aluminum cans in a bag.

FIRST ANNOUNCEMENTS: • The gate at the EOC is fixed • ARRL testing at the EOC, 2/26/2022 at 10am

Historical in nature, it was the first meeting held at our new OPD Shack. It was not planned, but due to the inability to access entry to our normal meeting place at the EOC, a decision was made to move the meeting to our new digs at the OPD (Old Police Department).

Although our radio room was not yet provided with heat, we utilized a heated section of the building to conduct a very successful and productive meeting. With President Tim Henson not present, the meeting was conducted by Vice President, Greg Medina. The minutes are as follows.

1) Sign In

a. There were 25 attendees: 18 members were present at the OPD. Potluck was very plentiful, and quite delicious. 7 members were present via "Zoom". Matt, KN8X was the producer for the Zoom participants. Brian, NB5R teased them by showing all the delicious food they were missing out on.

2) Members introduced themselves by name and call sign. Paul, N2YZW and Sherri, KI5TLA were new attendees. Denise Janelle was also a first-time attendee, and we all hope she has a call sign soon.

3) Approval of prior months minutes published 01-29-22.

a. Motion for approval by Sheila, second by Jane. Approval was unanimous with no objections.

4) Treasurer's report

a. General fund: $4216.35

b. LANL grant: $404.12

c. Siegel grant: $3561.42

d. Donovan owed out of pocket expense $37.23

5) Vice Presidents Remarks, Greg (KI5TTO)

*) Mike (NM5MK) made an immediate motion for Tim to purchase an HF radio, amp, and antenna when they become available using funds from the Seigel grant. Balance can be covered by General Fund. Motion by Mike, 2nd by Sheila (KI5IPS). Decision unanimous and none opposed.

a. Attorney General Certificate awarded. Means we can accept money for the year.

b. USDA Forest Service $1400.00 fee feedback cutoff is Feb 22nd, 2022. Mike spoke to staff at Congresswoman Leger and Senator Lujan. Neither office thought we should have to pay the fee. Mike also brought up the new $35.00 license fee for all licensed hams. He made the point that licensed hams can't make money using radios, so there should not be a license fee. Mike continued with a defiantly humorous rant. Too much for minutes. You just had to be there.

c. Membership dues are in March. Dues are $25.00. ($26.00 if sent by PayPal.)

d. Notified the club was advanced to round II for a small grant to the general fund. (Could become OPD media center for STEM training.)- A third party is writing the grant gratis.

e. 02-20-22 Taos city event was scheduled for Taos Arc radio volunteers was a rescheduled mayor's pig roast that was supposed to have taken place on New Years Eve. VP Greg announced that this was also cancelled or postponed. Mike chimed in with the fact of many benefits that the town is providing our club shack with. He mentioned free water, electricity, internet, etc. Mike went on to talk about the wonderful food the town provided for the radio volunteers, and then they give us $1000.00 per event. Because of law enforcement shortage, it's cheaper to pay TARC than to pay for outside services. Mike continued on about the inability to access entry into the EOC, causing our subsequent move to have the meeting at the OPD. He continued with another very humorous rant about gaining access to the place we go to save people in an emergency, but can't get in. Again, too much for minutes. You just had to be there.

f. ARRL test has been moved to Saturday, Feb 26th, 2022 at 10:00 am at the EOC. Future tests are 06-04 and 11-12. Expecting several for General, so we will need qualified VEs. (Greg- if we can get the gate open).

g. Matt (KN8X) can arrange on demand on-line testing. Matt says he's been doing Zoom testing for quite a while and now he is working with TARC VEs to conduct on-line testing for hams. Matt encouraged TARC members to become VEs to participate in testing citing Wayne (W5GWR) participating as a VE in last Monday's test that passed two technicians and one general. Matt further explained the ease of utilizing the testing system. Mike added the speed at which the system generates the license. h. Website updates are made on testing, nets, and OPD configurations. Brian (NB5R) spoke of his tower climbing employee, Dave Hoyne, possibly being interested in obtaining a ham license. Brian said that one HF vertical and two triband antennas had been mounted on the OPD mast today. Greg suggested attending members tour the radio room after the meeting to come up with suggestions.

b. $5000.00 grant submitted for teachers' association. Sherri said things are moving slowly and radios given to kids. Possibly by July funds will be available. On testing, she said one passed, two have not. Those will be testing again, and interest is growing with students.

7) Old business

a. OPD shack facility update: Great progress and is ongoing. Mike brought up the inexpensive vests. Brian joked about the disposable paper ones.

8) Repeater update.

a. Brian reported the new repeater is up and running both analog and digital on the OPD tower, despite its relatively low location. It even worked talking to George in Los Alamos. The analog should be used for town functions so it would free up the Picuris repeater.

HF Report-NM5MK

a. Mike reported that his antenna is service affected, and that Wayne and Zac have been doing more HF than him. Brian said we have HF at the shack right now. We just need to connect the cables.

10) Net Report- W5GWR, K5GEO

a. Wayne reported 19 sign-ins on analog and Donovan reported seven on DMR as he substituted for George that night. DMR had some glitches that night, however.

11) ARES Update-HF 3.939, 1st Sunday.

12) Other Business

a. Greg announced the ARRL tests to take place at the EOC on Feb 26th, June 4th, and Nov 12th all at 10:00 am.

b. Nets: Greg reported next Wednesday as having a net at 7:00 pm on the Picuris repeater on 147.120+, 67.o analog, and immediately after, on DMR 442.175 (+5MHZ0 CC5 TS2 TG 715 local) Greg encouraged members to be on both if capable. I would help members to know how their equipment is working. Allows for working out glitches. Greg announced lastly how Wayne always works in a theme to make things different. There was a little confusion on the next net, but it appeared to have been cleared up.

13) Notice- Each club meeting is the 2nd Wednesday of the month at 6:00 pm, location pending as a result of the problems accessing the EOC. Stay tuned for announcements on the location of the next meeting.

Last minute off agenda talks ensued about carpet for the radio room. Anti-static carpet was brought up. Brian said it was very expensive. Dan suggested rubber flooring and Matt suggested bar mats.
Sheila suggested having an aluminum collection box at the OPD shack volunteering to collect and give proceeds to the club. All agreed without motion or vote.

MINUTES:

1) The meeting was called to order at 6:00 By President Tim Henson. Self-introductions were called for by call sign or pending. 14 members were present. Matt Conlan (KN8X) set up a sophisticated "ZOOM" video conference that was used by Tom, Craig, and Gary.

2) Approval of prior months minutes. Motion by Gabe, second by Jane. Unanimous approval with no objections.

3) Treasurers Report: Glen reported an account balance of $9851.13. Tim had a check in the amount of $250.00 from Dave Torrez of the KCEC Board. That amount pays for the battery that was replaced at Picuris. Services rendered by TARC totaled $2000.00 so far for year 2021. Financial statements were emailed to the club. The 2021 tax report completed and submitted by Wayne.

4) Presidents Remarks:

a. Public service hours provided by TARC members totaled 191 hours for the 2021 year, including 8 new licenses for the year. Zach asked how much is volunteer hours valued per hour. Tim said $27.00-$28.00/hr

b. USDA Forest Service currently charges $133.38 rent for the Picuris repeater property and the same for SAM. The Forest service is now proposing a rent increase to $1400.00 per site. Tim spoke to Joey of the USFS and she said it was determined by costs of visiting each repeater shack based on the 2018 Farm Bill. Tim talked to aides of Senator Lujan and ARRL representatives. Tim said it's a "wait and see" for now. He mentioned numerous public services that benefit the area that use the repeaters which was news to them. Comments can be submitted online until Feb 22nd.

c. Upcoming events: State Attorney General Status Report due.

d. Tim reminded attendees that membership dues come up in March, and that a minimum of 50% membership in ARRL is required for insurance purposes.

e. Ideas for a 30 minute post-meeting tech learning program:

i. Online testing with Matt. Later in the agenda.

New Business:

a. OPD Shack facilities discussion:

i. $750.00 earmarked for OPD Shack improvements.

ii. Donovan: Discovered leak in shack. Town crews found a crack in the roof and leak has been repaired. Useless wires have been removed and ceiling tiles were replaced. Desks and chairs are to be assembled later in the week. Plans for replacing missing and broken floor tiles was discussed. Square carpet tile additions on top of the ceramic tiles were suggested by Donovan. Brian suggested rugs that could be hung if leaked upon. As of yet, no one has a key to the inner door. (Since resolved)

Tom said that Mitch was going to cut a key to the inner door this week. Mitch also said town crew will do further sealing on the roof this week. Mitch said TARC is responsible for the closet doors. Old 911 desks were also offered by Mitch. Lack of heating in the radio room, despite heating availability in the building was discussed. Tom said Mitch is on it.

b. OPD equipment purchases:

i. Mike suggested authorizing Brian to purchase antennas and other equipment. Brian said there was insufficient coax on our current spool, so he'll need another spool. Mike suggested Tom order the rest of the radios allotted in the grant. Mike said 2 triband and 2 HF antennas are needed. He suggested one 600 watt pep and one 100 watt pep HF antenna. Mike thought the shack having HF capability would encourage local Techs to shoot for their General License. Brian estimated about a $1000.00 to start. Glen motioned for $2000.00. Tim sounded shocked to hear the motion coming from the treasurer (typically stingy with spending). Gabe seconded. Vote was unanimous with no objections.

ii. Tim brought to vote for interior materials such as rugs and cork board for the walls for Donovan to spend. Tim suggested $500.00 dollars. Greg motioned and Brian seconded. Vote was unanimous with no objections.

c. W5YI Online Testing:

i. Matt began by speaking of the ease and expediency of online HAM License testing. He announced Wayne and Mike, both examiners, being present for the last online W5YI online test conducted by the. Mike expressed amazement at the fact that one test applicant received his call sign after passing 16 minutes later, while other tests were still ongoing. Mike also expressed the time it takes for post-test paperwork time taking up to 45 minutes compared to instantaneous processing with the online testing. Matt invited members to view the next online test via zoom. Tim spoke of purchasing 6-8 pads through a future grant for test taking for in person which can be done online. Mike observed many of the preventatives used to prevent cheating. Miscellaneous discussions ensued with various members.
Repeater report:

a. Brian reported that the Picuris repeater battery was 10 years old, and the system wiring did not allow for the undervoltage disconnect to work properly and after several cycles of total discharge, the battery gave up. He said Aidan and Zach went up replaced the existing battery with one that he had in stock and wired it in a manner that should last until spring. Brian discouraged long conversations after sunset on the repeater. he reported the Picuris repeater was back online. He also spoke of getting a generator on site at some point. Brian also spoke of solar possibilities. Miscellaneous talk of solar power in their home ensues amongst various members.

Brian also stated the 146.7 frequency on SAM is now working fine as he tested it from various locations. The new repeater for the OPD is in Brian's office awaiting installation. He expressed concern about the low level of the area and did not expect a wide area of coverage, however. Moving the repeater is always an option, Brian stated. miscellaneous discussions about Brian’s snow tracked machine used to access the Picuris repeater ensued amongst various members. Zach went into details about his experience and struggles installing the new battery and properly wiring the setup, so the system failure does not reoccur.

On a side note, Sheila reported she heard of a problematic cycle of Pluto's orbit passing close to Earth. It will be closest to Earth the third week of February and have a four-year effect before and after that date. The negative effects can range widely. Dan Battle spoke of diminishing sun cycles causing problems as well. Wayne said it will help HF propagation as a positive note.

We are having a Christmas meeting at Brian (NB5R) and Jane's (KJ5ANE) house. Near the hospital, contact Tim Henson for directions. Please RSVP to me if you have not already and let me know what you plan to bring. A sneak preview is tapas, red chili enchiladas, shrimp, organic tuna salad, vegetable salad, olives, cucumber salad in vinegar, sweet & spicy meatballs and Swedish apple crisp and vanilla ice cream, fruit tray, meat tray. A couple tables a chairs. Dang, all come hungry.

If you have not seen google emails before on this topic, let me know that too, as 1 person was missed.

Also, a great job tonight, 12/5/2021 by about a dozen members supporting the Taos PD and our community.

Taos ARC November 10th, 2021 Minutes of the Meeting.

1) The meeting was called to order at 6:00 By President Tim Henson. Self-introductions were called for by call sign or pending. Member and digital net controller for the club, George Rodriguez (K5GEO), was in attendance for the first time since joining the club at the start of this year. All were happy to meet his acquaintance.

2) Approval of prior month minutes (published on web 10/28/2021) was motioned for by Gabe J and seconded by John Carson. Approval was unanimous.

3) Treasurer's Report Balance is: $11,502.06. October ending balance is: $11,630.00. Income this month: $575.00. Membership & LANL Cyber Grants. Expenses this month: $75.17, SAM electric bill. Accounts Receivable: $1,000.00, a first for the club report.

4) President’s remarks:

a) TaosNews Article, B10 Oct 21-27 was an interview with Mike K about STEM education at THS. THS principle is very excited about HAM training, and according to Mike K, has informed other schools about Taos ARC training.

b) PD shack discussion. City has done wonderfully - club will need some spending. Halloween volunteers met there to tour the new facility and Brian W and Wayne R went there today to review potential setups. Painting of walls is done and TimH stated we will need cabinets, countertops, etc. Tim suggested the $1,000.00 AR from Town of Taos for Halloween radio assistance can be used for maintenance items specifically intended for use in the Town owned building whose use is allowed for TARC. The town paybles approval process is unclear so we will be patient. Gabe J donated three filling cabinets for the PD/ new TARC hamshack. Locking of the cabinets can be resolved by running a locking rod through the drawers. Mike K expressed the desire to move the TARC owned equipment to the PD Hamshack soon. Tim H said we hope for a 5 year occupancy MOU.

c) Public facing service hours: 52 hours total - 8 hours at Taos High School STEM, 44 hours at Taos Police Dept request Sgt Lloyd Garcia (11 TARC / 4 dual TAL Post 16 Legion members). PD Assist report: KF5TTO, Greg Medina PIC, KI5IPS, KF5RKM, KF5OSA, W5JHW, NM5MK, W5TNM, KI6KCG, K7KAH, Donovan, W5GWR. The town may want us to help again with radio comm for Christmas. Greg, TPD/TARC PAC, reported smooth conditions overall for the Halloween radio control of traffic. 2000 vehicles passed through radio-controlled areas according to TPD.

d) Tim H announced another Kroger check was received. Wayne R said the check was in the amount of $25.96 based on .5% of consumer purchases.

5) New Business: a) Vests discussion – NM5MK, Mike K, discussed ARRL vest quality declined as Tim H referenced his old ARRL vest to Wayne R’s more recent one, which had no pockets. Mike said he had a personalized TARC vests coming, being shipped overseas hoping they will arrive prior to any Christmas events that will require their use. Discussed in the future, members showing up to three events in a row could receive the pocketed vest for free, vote not taken at this time.

b) County Commission Support – NM5MK, Mike, discussed new support from Commissioner Darlene Vigil from the county and the possibility of better access to current EOC building. He included the fact that the EOC wants to move, possibly leaving the building to TARC exclusively. He further stated that the EOC had no backup generator, whereas the PD Hamshack had a generator the will be regularly maintained by an outside source paid for by the town. Mike also spoke of the strategy of locating the EOC on the outskirts of town and the importance of having radio capability away from an in-town disaster.

c) TBD- Discussions drifted to use of the new Hamshack for newbies. Tim H spoke of contests and ARES use for new generals, so not everyone would have to setup an HF station for thousands in cost. Tom T thought new Hamshack parking lot was being used by restaurant employees working across the street. Tim H thought we would cross that bridge later.

d) New Grant Proposal- Tim H announced a new grant writer working on behalf of TARC at no charge. This person will be working a new grant from the Frost Foundation, probably under $5,000.00. Tim thinks $2,000.00 would be a reasonable request. It will be submitted before next meeting.

e) Tom T's grant bought 8 new HTs. Earpieces were proposed by Tim H for use at loud events along with extra batteries, etc. Bluetooth was dismissed by Tom T, John W and Brian W. Brian W suggested extra replaceable earpieces. Vote for up to 8 earpieces, batteries, etc. under the Siegel Foundation grant was motioned for by Mike K, seconded by Sheila S and unanimously approved by members.

f) Christmas party to be held at Brian's W shop (Code 3) located behind Walmart on December 8th at 6:00. Motioned for by Mike Kand seconded by Gabe J. Vote was unanimous. POST MEETING NOTE, THE GATHERING WILL BE AT BRIAN W’S HOUSE. MORE TO COME.

6) Repeater Report/Update – N5TSV, NB5R, W5JHW- Brian W announced the Brandmeister is up and running at SAM. Motion for up to $2600 from Siegel Foundation funds for TARC repeater by John W, seconded by Gabe J. Vote was unanimous.

7) HF Report – NM5MK- Mike has been talking on 12, 15 and 17 meters prior to technical problems with rotor. Mike also reported rotor problems with EOC hexbeam antenna. John C said he had one in Oklahoma that he would have shipped and donated to TARC. Mike K expressed the importance of contests to make sure the radios are working. He also mentioned the possibility of donating a Kenwood owned by the club to the THS. Antenna types for PD Hamshack were discussed including a possible donation of a 40 meter antenna. Town sensitivity of eyesore antennas was brought into consideration.

8) Net report – W5GWR & K5GEO- Tim H reported 21 sign-ins on analog and 12 on digital.

9) ARES update – HF 3939, 1st Sunday- John W. displayed the result of high wind in an ARES antenna that was improperly installed at TSV bending thick stainless steel.

1) The meeting was called to order at 6:00 By President Tim Henson. Self introductions were called for. New attendees and guests included Kerrie Hargie, K7KAH, Ananda Sunari, Donovan Lawrence, and Dan Battle was in attendance for a second time.

2) The approval for the prior months meeting was motioned for by Greg M. and seconded by Mike K. Approval was unanimous.

Mike added that it is free rent and free utilities. Tim added that it comes with a 50 foot tower. Tim wanted a list of equipment to be insured. Tim requested pre-approval for $280.00 equipment insurance premium. Mike called it a proposal and Tim agreed. Mike motioned and Brian seconded. TAOS ARC SEPTEMBER 8, 2021 MINUTES OF THE MEETING

1) The meeting was called to order by Tim Henson at 6:00 pm by calling for self introductions by name and call sign of members of the 13 present. New member, Thurman Turner, K7TTX, and future Ham, Dan Battle were welcomed by the club.

2) The approval of minutes of the prior meeting was motioned for by Greg M. and second by Tom. Approval was unanimous.

3) Treasurer Glen R. reported a current club account balance of $16,999.80. Deposits in the amount of $194.50, and expenses of $543.11 primarily for SAM repeater upgrades. An additional $25.00 is available for future deposit from a new membership.

4) President's Remarks:

a) Tim announced a new learning program, starting with Brian to teach members about digital radio.

b) Forest Service Fee Schedule:

i) Attachment A - Annual $126,55 PIC and SAM vs commercial fees.

c) New grant opportunity due 09-15-21- Trailer application vote for purchase not to exceed $15,000, but recommended around $12,000 for the expense. Motion apply for the grant by Greg M. and second by Mike K. Vote was unanimous. No objections. Tim stated the club had, for IRS compliance, a maximum of $50,000 in revenue via donations, grants, and membership fees. As of today it is $4,000 in cashflow+ grants ( 12.8+5+12, all in K) = $31,800 for tax year to date.

5) New Business:

a) August 14 Test Report: Examiners John Wheatley, W5JHW, W5GWR, Wayne Rivali, and Tim Henson, W5TNM were present. No examinees attended for any tests.

b) ARES Interest Level- Tim mentioned Wayne signed up, Gary had an interest, and Greg had discussed signing up with Tim. Brian, NB5R, pointed out the fact that this area is not prone to hurricanes, tornados, floods, earthquakes, etc. and most ARES missions in the area are by far, search and rescue.

Brian further stated for those interested, there are a variety of training sources online for free citing ICS by name and is based on equipment limitations adding that an emergency trailer is a great asset, as he used Los Alamos as an example.

Operators would rotate out, preferably two at a time. Logs would need to be taken by operators. HF is also a source for emergency nets. Wayne mentioned the NM ARES net held on the first Sunday of the month on 3.939 80 meters.

Brian is the official District Emergency Coordinator for the Taos area. Gary, W5TAO, added Winlink as potential emergency services which can be sent as a sort of email. Dale, KB5NFT, who has considerable credentials in emergency services, including ARES, RACES, WINLINK, Red Cross, MRC, CERT, Storm Spotter and more spoke about helping the club by talking more in depth about these services in future meetings. Dale went on to explain more about Winlink emergency services citing several examples of various actual events and exercises.

c) Honda EU3000iS generator purchase ($2,456 budget), 8 ea AT-D878UVII Plus Digital HT radios @ $299.99 ea ($2,399.99), 2 ea AT-D578UV Triband DMR Mobile radios ($800.00). The club receives a 10% affiliate (via KF5RKM) rebate of approximately $300.00 on the radio purchases. A lengthy discussion ensued on the need for one or two generators on the purchase. Consensus was one generator for now. Motion by Brian, second by Mike followed by unanimous approval from members. The radio purchase was motioned for by Glen and second by Tom. Also, a unanimous approval by members present.

*) Non agenda discussion- Tom on new Taos ARC club location approval by Town of Taos to use the old police station: According to Tom and verified by Brian it appears that Taos ARC will granted the use of the "back room" known as the dispatch room by the town. It appears Taos ARC can use the fifty-foot mast for antenna use along with backup power sources. Leak repairs and storage removal of town items will be necessary. A projected date of Oct 1st is the targeted date for move in but is subject to change. Taos ARC could participate in town events by posting members with radios in various locations in exchange for stipends. Brian announced that he would donate a triband antenna. Dale reported new progress on Philmont. Still working with Taos Pueblo.

6) Repeater report:

a) 220 frequency working fine.

b) Brian reported a frequency change at SAM to avoid interference with neighboring repeater was successful. The new receive frequency is 146.780, transmit is 146.180, and color code is 5.

c) Tim is eyeing this weekend to replace the roof on the SAM old shack. The replacement planned for two weekends ago was postponed due a an emergency surgery needed by the chief carpenter. No update on the electrical agenda to replace the old power box which is still functional, but very, very old.

TAOS AMATEUR RADIO CLUB MINUTES OF AUGUST 11, 2021

President Tim Henson called the meeting to order at 6:00 pm.

There were no special guests in attendance, however, club member Dale Finley KB5NFT made a special appearance via Zoom from Dallas, TX. 14 TARC members were present.
Minutes from previous month was motioned for approval by John W5JHW, second by Mike NM5MK.
Treasures report.

a) Glen reported a club account current balance of $17,437.17.
Presidents remarks:

a) The original expected check amount of $6.87 from Kroger (Smith's) actually showed up as a check for a surprising $24.32.

b) Tim made a clarification that ARRL family members of a primary ARRL member paying full membership dues need only pay $10:00 for membership.
New Business:

a) San Antonio Mountain (SAM) repeater site buildings need new roof and paint with TARC funds. Motion for approval by John W5JHW, second by Sheila KI5IPS.

b) SAM repeater power box replacement was discussed. Proper legal procedure is as follows.

Children had a little contact trouble with using Echolink style transmit as far as coordination. Contact was made with Dales friends in North Carolina and Colorado. Kids and staff were very nice and very courteous. Rain posed a few problems, but overall, was quite successful.

    a) John WB5Q asked if hamfests were still on. Club input consensus was Albuquerque was a no-go but Socorro was a go. John WB5Q expressed favor in the Socorro hamfest, which can include a visit to the VLA.

Craig KI5HKU discussed slow scan tv using a Kenwood HT horizontal worked best. Can be used, via apps. MMMSTV is the app used.

Technical goodie for the day: Improve the performance of your rubber duck with a rat tail Blog, Home Blog 0 Comments Hams often complain about the performance of the “rubber duck” antennas that come with their handhelds. There’s even a question in the Technician Class question pool about rubber duck antennas. Question T9A04 reads, “What is a disadvantage of the “rubber duck” antenna supplied with most handheld radio transceivers when compared to a full-sized quarter-wave antenna?” The answer is, “It does not transmit or receive as effectively.”

Usually, the solution is to buy a better antenna. Here at BTECH, we sell the Nagoya line of HT antennas (https://baofengtech.com/accessories). These antennas are fantastic accessories for our BTECH radios.

Another way to improve the efficiency of your handheld antenna is to add a counterpoise, also known as a “rat tail” or “tiger tail,” to your antenna. As shown in the figure at right, the rat tail is simply a short piece of wire that connects to the ground side of the antenna connector. In normal use, the radio’s whip antenna operates against whatever kind of ground it can find. It works, but isn’t very efficient. With a rat tail, however, the rubber duck becomes much more efficient, meaning that you’ll be able to get out farther and receive weaker signals.

They couldn’t be any easier to build. For a 2m rat tail, simply cut a 19.5-in. piece of hookup wire, strip one of the ends, then form a loop that will go over the antenna connector where the rubber duck screws in. You can solder the spot where the end of the wire forms the loop so that the loop stays intact. Another option is to use a crimp-on ring terminal at the radio end of the rat tail. Before crimping on the terminal, make sure that it will fit over the stud. Now, all you have to do is slide the loop or the terminal over the stud and screw in the antenna.

Keep in mind that the rat tail will be shorter on other bands. For the 1.25 m (220 MHz) band, the rat tail should be about 11.5 inches. For the 70 cm (440 MHz) band, the rat tail should be about 6.5 inches.

Finally, keep in mind that the rat tail makes whatever antenna you’re using more efficient. What this means is that you’ll get even more of a performance boost if you use a rat tail with a Nagoya antenna. This combination may be just what you need if you find that you’re only making a repeater marginally.

All, the 4th Wednesday Net is 7/28/2021, PM.

We will be on the ever dependable Picuris repeater at 147.120+, 67.0. Please attend, make sure your equipment works, catch-up with your operator friends and our new members. Same as always for the regular analog net.

The DMR Net is very optional, as there are only about 8 DMR users at the club, there will be a 2nd net (DMR) immediately following on the Picuris DMR. It is Picuris DMR 442.175 (+5 MHZ0 CC5 TS2 TG 715 local). It will be a time to test any new DMR programming and experiment, with one goal of not getting on other talk groups, like 719, CO NM or 700 Rocky Mountain wide. But if we never start, we never get there. So making an error is okay.

The next regular club meeting will be 2nd Wednesday, 6PM, August 11, 2021. The club meeting will be in person at the Taos County EOC. We also restarted out pot luck at 5:30.

Volunteer(s) Needed: 1) We need an outreach coordinator to get us back in the Taos News Tempo announcements. TH has done this pre-covid, I have simple scripts to share. You need to setup an account for the Tempo source, then 2 weeks before the meeting, Friday Noon is the cutoff to validate for a meeting listing the week of the meeting. You need to be available for last minute print cutoff around the Friday noon. For example for an August 18 meeting to be in the correct Tempo, you need to submit about Aug 2, then confirm with email, with a press deadline Aug 6, noon (last minute questions that day are fast).

2)Public Service Announcements (PSAs). The club has reaped rewards for membership from commercial broadcast announcements. I have put PSAs in for FCC testing. The radio stations are picky, so you must limit the cause and announcements. I have scripts for this too. I put PSAs on KTAO, KRZA and KNCE. Each will have a form to complete and auto email. This is a click and walk away. The next test is Aug 14, so it is time for a “FCC License PSA”.
